Reach Out America International, Inc. ("Reach Out America," "ROA," "we," "us") is a 501(c)(3) nonprofit disaster-relief organization (EIN 76-0494578) at 1108 Soldiers Field Court, Suite 800, Sugar Land, TX 77479. We expect everyone connected to ROA to act honestly and lawfully, and we want to hear about it when something seems wrong.
Purpose
This policy encourages people to report suspected fraud, misconduct, or illegal activity, explains how to do so, and protects people who report in good faith from retaliation.
Who this policy covers
This policy applies to ROA Board members, officers, employees, volunteers, and contractors. Donors, partner churches, people we serve, and members of the public may also use the reporting steps below.
What to report
Please report anything you honestly believe may involve:
Fraud, theft, or misuse of ROA funds, donated goods, or property
Questionable accounting, financial reporting, or internal controls
Falsifying records or documents
Bribes, kickbacks, or undisclosed conflicts of interest
Violations of law or regulation
Abuse, harassment, discrimination, or threats to anyone's health or safety
Destroying records to hide wrongdoing
Any other serious violation of ROA policies
How to report
You may report to any of the following:
The President, Larry Williamson
The Chair of the Board of Directors (if the concern involves the President, report directly to the Board Chair)
Phone: (574) 214-9477
Mail: Reach Out America, 1108 Soldiers Field Court, Suite 800, Sugar Land, TX 77479 (mark the envelope "Confidential – Board Chair")
Please give as much detail as you can, such as what happened, when, where, and who was involved. You may report anonymously, but that can make follow-up harder.
Good faith
Anyone reporting a concern should have a reasonable, honest belief that the information may show wrongdoing. You do not need proof. Knowingly making a false report is itself a violation of this policy.
No retaliation
ROA will not fire, demote, suspend, threaten, harass, remove from volunteer service, or otherwise retaliate against anyone for reporting a concern in good faith or for helping with an investigation. Anyone who retaliates will face corrective action, up to and including dismissal. If you believe you have been retaliated against, report it using the steps above.
Confidentiality
We will keep the identity of the person reporting, and the details of the report, confidential to the extent practicable, consistent with a fair investigation and any legal requirements.
How reports are handled
The person receiving a report will let the reporter know it was received (when contact information is given) and make sure it reaches the President or Board Chair, as appropriate. Reports are reviewed promptly and, where warranted, investigated. Nobody who is the subject of a report will lead its review. If wrongdoing is found, ROA will take appropriate corrective action. Where possible, we will let the reporter know when the review is complete.
Enforcement and Board role
The Board of Directors oversees this policy. The Board Chair is informed of significant reports and of any report involving the President, officers, or Board members, and the Board receives periodic summaries of reports and how they were resolved.
Changes
We may update this policy from time to time. The effective date above shows when it was last changed.
