  • Larry Williamson, President

    Larry Williamson is the founder of Reach Out America. Larry comes from a background in ministry, having successfully pastored several churches around the United States. In his 50s he saw the need and opportunity for the community to assist those in distress. Reach Out America pioneered a humanitarian effort by meeting the needs of those in distress. He began partnering with churches to assist those in distress due to weather events that had been negatively impacted. Larry is well respected by many in the disaster community who have served with him. He has been asked to lead at disaster events for other organizations due to his uncanny skill and herculean drive to serve people. He is not afraid to ask others to help him minister to the needs of marginalized society.

  • Ken Gurley, Vice President

    Ken Gurley has served as Senior Pastor of First Church since 1988. He and his wife reside in the Clear Lake area and have six children - one son, two daughters and their spouses - and eight grandchildren. Pastor Ken Gurley is the author of numerous books including his newest one The Book on Prayer, The Point of Low Points, Four Tables, Notable Women of Scripture, Preaching for a New Millennium series, and his small group curriculum, and MORE. He is also the host of “Morning Devotion with Ken Gurley.”

  • Tim King, Chairman

    Tim King has been an entrepreneur in the oil fitting business since 1981, he established Tubular Resources in Sugar Land, Texas, after attending St. Mary’s University in San Antonio, Texas. As the president of his own company for over thirty years, Tim has mastered the fiduciary challenges associated with a start-up operation and those encountered during the natural growth and constriction of business opportunities through the years.

    As large as his body of business acumen is, Tim’s heart is for the under-served and at-risk populations at home and abroad. He is a board member of Ima’s Home for Children, an orphanage in the Philippines, and a long-time financial supporter of local 4H Clubs and the Pasadena Rodeo. For over twenty-five years, Tim has supported community events in southeast Houston, and He also loves and contributes to Reach Out America. He exercises oversight of annual budget preparation and general financial operations and develops sound financial strategies for continuous growth and expansion.

  • Mark Johnson, Executive Coordinator

    Mark Johnson has been pastor of Elkhart LIfe in Elkhart, IN, since 2000. He serves on Tupelo Children’s Mansion Board as secretary and Reach Out America’s Board as National Coordinator.

    He has previously served as Executive Presbyter for the North Central region of the UPCI. He has served in Indiana as Sectional Youth Director for Section 1, District Youth Secretary, Sectional Children’s Ministry Director, District CM Secretary, and Director. Originally a graduate of ABI, he also completed his Master’s Degree at UGST.

  • Michael LaBrie, Board Member

    Pastor LaBrie attended Texas Bible College in Houston, graduated with a degree in Theology, and is now a licensed and ordained minister with The United Pentecostal Church International.

    As an area business owner, one of Pastor LaBrie’s strongest desires is community involvement. He has served on several community boards, including the Beaumont Yacht Club, the local chapter of the Salvation Army, the Southeast Texas Food Bank, the area religious community endeavor of Some Other Place where he served as President for many years, and CAPP (Clergy and Police Partnership).

    For many years, Pastor LaBrie served as the Coordinator for the Texas District Family Camp Meeting and Texas District Ministers’ Conference, held annually involving over 300 churches and 600 plus ministers. He has served over ten years on the Texas District Men’s Ministry team in disaster relief and serves on the Texas Bible College Board.

    He has been instrumental in assisting Texas District churches during times of natural disaster and traveling abroad to minister in foreign fields.

  • Rosalynn Austin, Board Member

    Rosalynn Austin is a credentialed minister with the United Pentecostal Church International (UPCI). God has opened doors for her to preach at National and International Conferences. Rosalynn's calling to preach to nations led her also to become a UPCI Global Missions Associated Minister to allow further her to serve globally. Rosalynn and her husband Cedric are the parents of two exceptional children and recently gained a daughter-in-love.

    Rosalynn is a veteran of the U. S. Navy. She holds a B.S. in Health Care Management from Southern Illinois University. For over 20 years, she has been a leader and trainer in Emergency Management. Rosalynn has shared her expertise nationally and internationally to assure in a time of need, we provide a coordinated response to those impacted. She has received several National awards for her efforts.

    Rosalynn’s life is filled with her passion for helping. That passion fuels her desire to help others maximize their ability to do the same. Rosalynn aims to represent the Lord well in all she does.

  • Robert Armstrong, Secretary

    Robert Armstrong is the Secretary-Treasurer for Reach Out America and has been with the organization since 1999. Robert is a veteran of the US Navy and has a corporate background in healthcare academia in accounting, grants, and records management and inventory controls. In addition, Robert holds a Masters's in Healthcare Administration from Letourneau University. He has a Business Administration degree from the University of Houston-Clear Lake and a diploma from Apostolic Bible College.

  • Mark Foster, Board Member

    Mark has been in the ministry for 54 years. He attended Texas Bible College and Northeast Louisiana University, now ULM, and received his BA and MA from Twin Cities University.

    He and Paulla currently serve as the Louisiana District liaison to the political community. Paulla serves on the board of the Life Choices Pregnancy Resource Center. Mark serves on the Heritage Committee of the UPCI.

    Mark is a board member and regional director for Reach Out America Volunteer Disaster Relief. He is also Chaplain to the West Monroe High School football team and is a founding member of Community Prayer Partners of the Twin Cities. Mark also serves on the Houston Area Pastors Council.

    Mark Foster retired from the Ouachita Parish Sheriff’s Mounted Patrol. He is Bishop of the Pentecostals of Twin Cities in West Monroe, LA.

  • Hope King, Board Member & Procurement Officer

    Hope King is a dedicated philanthropist and procurement officer for Reach Out America International, passionate about positively impacting the world. Her greatest passion is serving as the U.S. Advocate for Global Grace Sewing Institutes in India, where she works tirelessly to reduce poverty by empowering women with the tools and skills they need to break the poverty cycle.

    Hope is driven by her love for the Kingdom of God and her commitment to serving her church, community, nation, and world through volunteer work and support. Her compassionate and selfless nature has inspired many individuals to join her in making a meaningful difference in the lives of those less fortunate.

    As a procurement officer for Reach Out America International, Hope has demonstrated exceptional leadership and organizational skills, ensuring that the organization can provide aid to needy communities. Her dedication and passion for philanthropy have made her an invaluable asset to the organization and a source of inspiration for those around her.

  • Chelsie Baldwin, Nonprofit Development

    Chelsie is a native entrepreneur, community leader, and outdoor adventurer. She founded CopperTop Consulting, LLC, out of a passion for making changes on a global scale. She grew up around the drum in North-Central Oklahoma as a citizen of the Iowa Tribe of Kansas and Nebraska. She is a National Association of Social Work and Grant Professionals Association member. She has served on various nonprofit boards, committees, and advisory councils, offering her expertise in strategic planning, project development, project design, systems and operations, partnership, and resources. As a humanitarian advocate, she is fiercely passionate about weaving social impact and intentionality throughout each project she is honored to be a part of. Chelsie graduated from Wichita State University with a Bachelor's degree in Social Work with a minor in Sociology which catapulted her into the humanitarian business world.
